If it was a chemical attack, then the residue left on the clothing of victims would have poisoned other people. Some chemicals disperse or degrade very quickly. Some will last for years (every once in a while a French farmer will dig up and be injured by some mustard "gas" from WW I). The lack of cross contamination is not proof either way.
