“Consulting” with Congress is not the same as having an open vote and obtaining congressional approval. Obama’s splendid Syrian adventure very well may lead to World War III. Very doubtful that Congress would approve.

Well, he didn’t bother to get a vote when he invaded Libya, and congress pretty much let him get away with it. Especially McCain and his boyfriend.
