I say this is ju-jitsu.

I think the rebels used chemical weapons, and I think Obama (and McCain) want to use the event as an excuse to support the rebels and attack Assad. To that end, it is important to show that Assad -- not the rebels -- used chemical weapons. But why would Assad do that? He's winning the war. He's too smart to blow it by using WMD when he doesn't need to.
Ahhhhhhhh, but maybe Obama made a teeny, tiny mistake and led Assad to believe that he had a green light. Then, Assad made a mistake -- and therefore we are now justified in helping the rebels.
