If a college is renamed after dear leader for example, that college gets the Mooch for 5% off her usual speaking fee at graduation.
And just wait - any institution that leans Conservative, regardless of the quality of education, will be rated so low you cannot get financial aid. Same goes for Bible-based colleges (many of which are excellent institutions).

The best suggestion I’ve heard is to let the Institution be responsible for these loans. If they had ‘skin in the game’, they would be more involved in the graduation results.

No need to rate colleges. Just use donor money to pay for students education. Any student accepted to a private university has all tuition, board, meals paid for by the donors.
All state schools must have an online program in place which will not cost more than 10% of current tuition. Schools that choose not to have an online program lose all federal funding.
All state school professors must teach a minimum of two online classes per semester or lose tenure.
I would also have the colleges be guarantee payment on student loans. If they graduate people unable to find a job that will pay off the loans, the college forfeits the tuition it charged.

Would simultaneously fix two issues - 1) Colleges are turning out too many worthless graduates and diluting the pool. 2) Too many students can't pay off their loans.

The college could just be required to deliver a file of name/major/SS#, and then government could just do a match between that and the tax returns, extract the gross income, then summarize by major.
