You can dampen your face, chest, arms, with water and turn on a battery fan and get cool fast.
I think I've mentioned this before, but it's worth repeating. Wearing a damp sheet is like wearing your own air conditioner! When camping, I have one of those wrap-around skirts just for that purpose. Dampen it, then drape over my shoulders like a shawl, and I could use my arms freely while still keeping cool.
