UPDATE: A veteran says that the military has reversed its decision on shutting down the café. There are disturbing new revelations about the treatment of wounded troops recovering at Walter Reed Medical Center. The hospital has suspended meal tickets and reduced hours for its only café. The changes are apparently just the tip of the iceberg as the hospital struggles to cope with budget cuts. Jennifer Griffin reports that earlier this month the military reduced hours at the Warrior Café in Building 62 which is where all of the multiple amputees and long-term recovering patients live.Soldiers were told that on

There are some very specific laws and regulations about military meals. I've run dining halls. Usually, meal payments are specified on the orders the military member is operating under if they are TDY. You just can't make up whether someone gets a meal ticket or not. Generally speaking, if they get BAS, they don't get a meal ticket. If they don't get BAS, they do.

I believe, but may be wrong, that the basic problem was that this facility was a NAF, not a DFAC. Thus it was not supposed to take meal cards. 3 answers come to mind:
a. Have a DFAC take over the cafe and go back to meal cards
b. put the guys on separate rations ($352.27 / month for enlisted)
c. put the guys in TDY status and pay them per diem ($46 / day)
I know which solution I would be creatively working for. Perhaps the ONE (PBUH) could cut his vacation short by a day and thus free up the funding for any of the above answers...
I am reminded of my Bn CDR on Germany ~1990. The S1 NCO screwed up the paperwork following a Graf rotation and cost the whole Bn an extra month of separate rats. He told the old man that “it would be ironed out in next month's pay” . The Cdr acknowledged this and said that until it was squared away, the responsible NCO’s pass privileges were revoked and that he could sleep on a cot in the office.
Casual pay covering the missed BAS was arranged and issued to the Soldiers the following day. Amazing what the admin mafia could get done when properly motivated...

LOL! Yep. Gotta light a fire to get anything done sometimes.
If it was a NAF, then there are different rules, that is true.
The guys should be on PD or BAS in that case.
Any idea whether or not they are TDY to the hospital? I was never seriously injured while in, so I don't know how they handle rations in hospitals, accounting wise.
It almost seems like they would have to be on travel orders of some kind to get to Walter Reed from their unit.
