GARY, Ind. As a tower of black smoke rose above this blighted city last week, a group of neighbors huddled across the street from a burning house, trying to guess which other vacant properties on their block would be arsonists next target.
Theres so many, said Tasha McMiller, 50, a resident dismayed by the estimated 10,000 abandoned homes here. Theyre a burden.
Officials say that a third of the houses in Gary are unoccupied, hollowed dwellings spread across a city that, like other former industrial powerhouses, has lost more than half its population in the last half-century.
While some of those homes will be demolished, Gary is exploring a more affordable way to lift its haggard tax base and reduce the excess of empty structures: sell them for $1.
The program, announced in June, will offer Gary residents a chance to pay less for a house than for their morning coffee, as long as they meet a minimum income threshold (starting at $35,250 for one person) and demonstrate the financial ability to bring the neglected property up to code within six months. Those selected would have to live in the home for five years before receiving full ownership.

“Is it racist to note that places with large black populations seem to have a whole host of social pathologies, in far greater numbers than other places???”
Nope, it’s not racist to cite a quantifiable fact. When I lived in Sacramento with my mom we lived for a while in a place called Strawberry Manor and the black people who lived there permanently ruined me on black people. It was a relief when we moved to a less-worse neighborhood where the Asian drug dealers were actually pretty nice people (to us) who made sure that the blacks stayed the hell out of the neighborhood.
I’ve often observed that black majority cities & countries around the world are cesspools. The best example is Haiti which shares an island with the Dominican Republic. They’re on the same island but one is black and the other Hispanic.
Look at the satellite view of their border and you’ll see how the Dominicans take care of their part of the island but the black Haitians have denuded their part of the island as if they were locusts.
Sure, some black people are nice. So are some muslims. But the majorities are so bad that the decent black people and decent muslims want nothing to do with them so why should I? And why should I pretend that these people are all so great when people like Oprah don’t want anything to do with them?
RE: It was a relief when we moved to a less-worse neighborhood where the Asian drug dealers were actually pretty nice people (to us) who made sure that the blacks stayed the hell out of the neighborhood.
OK, I’m a little confused, these Asians never tried to sell you drugs at all?
No, they never did. They did their business somewhere else and wanted our neighborhood to be safe for their kids.
Gary was worse than Detroit in the 1960’s, I lived in Hammond In as teen, it has never gotten better, just worse, dem run.
Sheesh, have any of the people who make up these rules ever seen "Gran Torino"?
Having to live 5 years in a hellhole is like a prison sentence.
RE: have any of the people who make up these rules ever seen “Gran Torino”?
I’ve seen it, and the strange thing is this -— Clint Eastwood’s character DIDN’T WANT to leave his home even when his son had an alternative.
Cheap farmland, once it’s bulldozed?
Actually, the Dominican Republic is 85% black or mulatto. The only place where the mythical “Hispanic” race exists is the US. Americans really need to get out more, and not to Gary either.
LOL, we'd have to be outfitted with Kevlar vests, heavily armed and ride around in a bullet-proof Hummer!! THEN, I'd be willing to take the tour. There IS a gang and graffiti tour of Los Angeles (really) -- participants have to sign waivers that they "may not come out unscathed or alive."
LOL! I was thinking the same thing!
Clint Eastwood’s character was terminally ill.
He didn’t want to leave the house he and his wife raised a family. He was upper middle class and witnessed the neighborhood falling apart, just didn’t have the heart to leave.
BUSH’S FAULT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Do food stamps and welfare count as income??
