President Obama liked the idea laid out in a memo from his staff: an ambitious plan to expand high-speed Internet access in schools that would allow students to use digital notebooks and teachers to customize lessons like never before. Better yet, the president would not need Congress to approve it.
White House senior advisers have described the little-known proposal, announced earlier this summer under the name ConnectEd, as one of the biggest potential achievements of Obamas second term.
Theres just one little catch the proposal costs billions of dollars, and Obama wants to pay for it by raising fees on mobile phone users. Doing that relies on approval by the Federal Communications Commission, an independent agency that has the power to reject or approve the plan.
Republicans vow to oppose any idea that raises costs on consumers, while others question whether its appropriate to use the FCC to fund an initiative that is better left to Congresss authority.

so in other words, my 22000 dollar a year property tax bill, of which 90 per cent is for schools, cant pay for it. now the feds will tax my income for it.

This is just another tax and spend boondoggle. However, the real people to blame for the fact that Obama can do this at all is congress, (both current and past) who, when they wrote the legislation creating these agencies, essentially gave them carte blanche authority to create new "fees" and write their own regulations without congressional approval. Something that was NEVER intended by the Constitution.
Overall i can’t disagree with the idea but when oh when will he try and work with others? Can’t he discuss what the taxes will mean for mobile phone users? Can’t he go to congress and say hey lets figure a way to pay for this? His hubris is boundless.
Probably with regular messages from der fuhrer to the students.
They already have those on some carriers.
The federal government has NO business having any involving in local schools.
Plus, most schools already use laptops and stuff
