They do, however, require fingerprinting if you seek a legal name change. You have to go to the State Police, put your prints on an official form, and submit it to the court.
And don't even think about changing your name without court permission.
If you give birth to a child in the hospital, you'll both get fingerprinted.
There are silly laws everywhere, but unless you're in Philly your guns are just like any other power tool. :)
