I can't imagine why PR would want to be a state. What would they gain ?

PR citizens have the social service and other protections like mainland residents but less of a tax burden.

I'd estimate 95 percent of Puerto Ricans speak only Spanish.
Is English taught in PR schools ?

Yes. Not very well in public schools, but yes, English is a mandatory language through 12th grade. In college, commercial English is a required subject for all business degrees. And both English and Spanish are the official languages of Puerto Rico.
