While the Constitution has been amended several times to limit the discretion of the States in this area, the time has long since come to push back in the opposite direction. By any objective metric, our electorates are now obviously less qualified than were those in the 19th Century. (Just look at the 30 second sound bite, in contrast to the debates in the era of Webster, Clay & Calhoun.)
