Clearly the Journal Times reporter did not apply jounalistic principles to this article. The editors of Wisconsin media are asked to clarify just who Gustavo Vargas is --- since Cong Ryan is building a case for making US laws based on this person.

Who is Gustavo Vargas? How many identities does he have?
Does he have a rap sheet here? In Mexico?
Does he receive welfare, food stamps, SSI, free medical care, Section 8 housing, UI, Workmen's comp?
Did he ever apply for, and receive, monthly SS checks for claiming "asylum?"
Does he have a sub-prime mortgage obtained w/ the help of Cong Baca's The Hispanic Caucus on Capitol Hill (more on this below)?
How many children does Vargas claim on IRS forms in order to get EITC refunds?
Does Vargas have a legal driver's license?
Does he have a valid passport?
Ho many times did he wire-transfer money back to Mexico?
How often does he travel to Mexico?
Is he Registered to vote? Under how many identities?
