Eric Cantor is the one writing the amnesty section of the bill. Ryan’s job is to get it passed and make sure Boehner doesn’t get the blame for letting it come up for a vote.

I don't think he is clueless. Per some recent threads, Rubio got around $3 million from big-business donors after the Senate amnesty bill got passed.

I suspect that Ryan is hoping -- probably has already been promised -- similar pay-outs from big-business donors.
