I'm guessing this amendment is racially motivated.

Considering that SYG laws have been shown to benefit blacks more than whites, I would say that it's more ideologically motivated than racial.

But then again, a majority of legal Hispanic immigrants support amnesty for illegals, when one would think that they would overwhelmingly oppose it because it drives down wages and employment opportunities for them.

I guess the real motivation is tribal above all else.
