"..negligence and incompetence..."
At the Federal Level of gov't?
Unprecedented and unexpected.

Sounds more to me like somebody stole them. One doesn’t just lose valuable equipment on that scale. Usually.

speculation: terrorist cells working inside the federal government stealing whatever they need. This piece surfaces, but it is not hard to imagine how much additional damage is being done

Obviously “this began under Bush.” We’re just waiting for someone to say it aloud.

Loss of sensitive items in the military typically leads to the end of careers if not some jail time.
I'm not going to hold my breath to see if that applies here.

Yep. No one in that branch, ever foil wrapped “lost” commo equipment. Why would they? There is only one of two ways.

The term “government intelligence” is an oxymoron on a par with “plastic silverware” or “paper china”.

They were handing out free Obama walkie-talkies with every U.S. Gov’t ignored assault rifle along the Texas border.
I got mine.

The drug cartels are thrilled with their new encrypted radios......that, and all the free weapons given to them by ATFE have made their enterprises SO much easier to conduct./Sarc

I would guess Cuban or Venezuelan secret service is very well equipped communication-wise after this.

Typically, these radios can be detected if they show up on the network and a signal can be sent to deactivate them, essentially turning them into an electronic brick.
