I think they’re appointed by the Gov and maybe a few seats to the leaders of the assembly and the senate of Cal. Some of the positions may be determined by jobs someone holds like Lt. Gov.

Fortunately here in Michigan we get to vote on Regents and trustees at the big schools of UofM and MSU. The problem is getting people to get off their butts and vote in those races.
