I came across the same pic in an old article which viewed some time yesterday, encountered while noodling around for info regarding NBP. They were protesting a Dallas PD shooting death of a black man, one of many they were objecting to. Going by the article, they may well have had something to complain about.
Off-topic, there was a Negro League baseball team in Ft. Worth named the Panthers, going back to 1908 or '09. Some Ft. Worth city logo stuff, still has panthers. City of Ft. Worth Police badges are topped with a panther.
