I have 2 questions:
How many people were included in the survey?
How did the “harassers” know these people were transgendered? Seems to me that if they looked/dressed in a relatively believable manner, quietly went into a stall and did their business (facing the “expected” way), washed their hands and left, no one would even notice.
Seems there’s more to the story here.
We live in such an intolerant, uncaring society. Not only should transgenders be allowed in whatever restroom they desire, they should be hugged and kissed for their heroic act. (obvious uber-sarc)

I am a woman. If a man dressed as a woman came into a ladies’ room it is not likely that the women present would even know, as we have stalls and not urinals. Only case I can think of is if he was the height of a professional basketball player and was standing to relieve himself. But I would assume that these disturbed men would sit down to do such.
These freaks seek insult and push themselves and their perversion and sickness in peoples’ faces and then complain when the people go “eeewwwww”!
