The cartels have been bribing politicians and police in Mexico for years. Are our politicians and police so much more honest than the Mexican ones that they turn down bribes when offered?
Perhaps this is why politicians thwart securing the border and keeping the war on drugs going, even though we seem to be losing.
I would say that the cartels have been recruiting for years.
