I'm going to revise my answer and say "yes". We don't even know if we can stop the invasion of the US, and that situation definitely got worse under GWB. "No child left behind" is a disaster with its heavy hand on education....GWB did that, Obama brought it further. GWB gave us Iraq, Obama gave us support of government overthrows all over the region. Low interest rates for savers, in the name of saving banks and the global economy?....GWB. The pharmaceutical program for Seniors...one big step toward using the feds to support pharmaceutical companies. The debt?....It's worse now, sure, but it was going that way under GWB.
I don't think Obama could've made such a mess of things without the head start GWB gave him.
