Yeah you make enough people poor and they HAVE to live where you make them.
Seems a little more difficult since the Government has been on an active campaign to disperse welfare recipients out into the suburbs using Section 8 housing vouchers.
Most any place you look in urban areas, the government is demolishing large public housing projects in favor of Section 8.
