Serino fudged a recommendation to charge, based on the fictitious legal principle that "could have stayed in the truck" creates basis for manslaughter. "Could have avoided the incident." The pressure to charge comes from inside and outside the department, and Serino's "quick move" catches Wolfinger's office by surprise.
