There must be some means or person who can get the straight/correct skinny on this. From what you mention it seems preposterous that after serving the time a person is not free to exercise the rights of ordinary citizens.
I have no doubt that it is a veiled threat by Obamites embedded in the DoD specifically targeted to those retirees who continue to work in a supporting role for the federal government, either as a civil servant or a contractor.

I’d also remind people that military officers have sworn the following oath:
I, [name], do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.
I would especially note the part that says *all enemies, foreign and domestic*. Not sure whether Zippy is foreign or domestic, but I’d say he’s covered either way.
