Not in Minnesota. It is a permit to carry a pistol. “on or about one’s clothing or person.” The word “conceal” doesn’t appear anywhere in the statute.

Certainly any CCW owner who lives in an "open carry legal" state certainly should NOT be violating any law by carrying openly.

I am neither, but I know your assertion is entirely incorrect in my state. In fact, you *must* *have* a CCW to open carry a handgun in my state.
