Ok, lets talk about the ghetto Blacks that have neither the intelligence nor the temperament to 1.) behave around other people, including other Blacks 2.) generate an above-poverty income 3.) to be educated at a functional level comparable to Whites and Asians.

Chicago district woes are created by the "students" and their parents. If you changed nothing else, same money, same buildings, same teachers but switched all the Chicago kids with Japanese kids do you think they would have all these problems. No way.
