Putting all this in perspective, there are a great number of IRS employees actually represented by a union, and then there are the technical, administrative and management ranks who are PROHIBITED BY LAW from being represented by a union.

There may well be a legally binding agreement to pay those bonuses to the bargaining unit, but I'd say the law clearly prohibits using that deal as an excuse to pay any of the bonuses to the higher levels in jobs which are marked as CONFIDENTIAL.

It's also those higher level employees who did all the application reviews, and engaged in the skullduggery. One guy stands up in the Senate and condemns bonuses for the top staff ought to be all it takes.

Remember, the 1% crowd is still not all that popular anyway, and certainly the IRS 1% crowd is lower than whale ...., right?
