When all the different tribal leaders get together, they share stories about how they rolled over people in their areas, then they all go home and put each others' strategies to work.

They use the EPA to enforce rules on everyone but them, they don't pay taxes and run their own courts. They oppose development, but pave forests to build casinos. They fish or hunt in any season and are apparently not even bound by endangered species regulations. In Washington they hunt whales and they can kill Bald Eagles in Wyoming.

In Washington, they have a great scam where they sell gasoline at the same price as other stations, but they don't have to pay the high state gas tax ($.375 pr. ga.). They just pocket the difference. Governor Gregoire said she cut the deal so they wouldn't start refining their won gas and they shouldn't pay the tax, nor can they be audited because they are a sovereign nation.
