These conversations were from satellite and landline phones from people deployed to the Middle East. I’m going to assume that they were using government phones, because there isn’t a Sprint or Verizon store in Iraq yet.
When you use government communications equipment, you consent to monitoring. You usually have to to sign something to that effect, or there is a big sign saying so where the phones to call back home are.
