It's a military base, which means it has its own rules and regulations outside the jurisdiction of Texas gun laws.
Had Hasan gone on his jihad rampage outside the base, you can rest assured that some Texan would have shot him dead before he'd done much damage.

I bet if you counted the guns in the small town I live in you would find just as high a rate of gun ownership as you would in Texas. California, like Texas is a big state. It’s not the same all over.

Facts of Life, Lesson 763: Nutty as it sounds, the facility at Fort Hood is a gun free zone, no one in the building was armed at the time. It was stopped by armed civilian police AFTER 13 people had been killed.
