To: Red in Blue PA
The government has specific warnings (from the Russians) about the Boston bombers. They did nothing.

If they aren't sufficiently concerned about terrorist bombers to act on information that was handed to them on a silver platter, it's absurd to think that they're sufficiently motivated to build this infrastructure to ferret them out. So... what is it for?

They are more concerned about CONTROLLING the populace than PROTECTING them. The Boston Marathon is Exhibit A in that.

They ignored blunt warnings about the bombers, yet have no problem spying on innocent Americans.

My guess would be those potential "terrorists" enumerated in that DHA memo that Napolitano (unconvincingly) disavowed as a "mistake" (no doubt by a low-level employee) -- IIRC, those would be military veterans, pro-lifers, Second Amendment supporters, pick-up truck drivers . . . were there more? I'm pretty sure ROP was conspicuous by its absence from the list!
