A truck driver was beaten by a CHP cop because he refused to sign a traffic ticket before reading it. CHP initially charged him with DUI and driving over hours - both charges were later dropped.
Cops boss says citizens could avoid this if they will simply "comply" with orders when stopped.

In Texas you are not required to sign the ticket. They ask but you can refuse. Your signature is merely an agreement to appear in court so if you don’t sign it only means they can/cannot file a Failure to Appear if you do/don’t.
It is an American Ethic not to comply with dictators.

In West Virginia back in the 1980's if you refused to sign the ticket, you were escorted straight to the closest courthouse and a magistrate either heard the case immediately or ordered you to appear on a certain date. I've heard the law has been changed so essentially it doesn't matter if you sign or not, the Officer just notes on the ticket that you refused to sign, but you are still legally bound to pay the ticket or dispute it in court.
Texas does give the officer the option of instander and taking you immediately to a judge. In my 14 years I only did that once. Just note they did not sign.

The case should be sent to the DA for prosecution of the officers.
I have to commend the two cops for one thing. They tried to say salt was an illegal drug but at least they didn’t plant any real drugs on this guy.
I watched the youtube video and it made me sick! Broken orbit, broken ribs, broken arm, concussion, knocked unconscious, possible neurological damage as a result of oxygen deprivation,... they almost beat him to death. I hope the man sues and before anyone jumps on me about taxpayers and such... I believe the police will continue to hire and protect these animals UNLESS it starts costing money. Money is the great motivator IMHO. When a police department has to answer for the payouts... they’ll change (or at least I hope so)

The spokesman for the disgraced CHP comes across as an ignorant and evasive fool.
Like most government agencies, the CHP needs a thorough housecleaning and a definite reduction in the number of cops. Too many cops with too much time on their hands and a violent streak a mile wide.
That’s the case in Florida. I expect it is in most states.
Still, one is entitled to *read* it before signing. Although the few tickets I’ve gotten over many years were all completely illegible.
