He specifically stated that in his investigation of Fast and Furious he was prevented by law from investigating the US Attorney's (including Holder). He could investigate BATF, and the FBI but was prevented from going "up the ladder" BY LAW.
Asked by Lisa Murkowski if there was any good reason for this law, Horowitz said "None " that he could think of.
Two very big takeaways:
1. The Justice Department has access to phone calls of members Congress and SCOTUS members. Asked by Mark Kirk (R-IL) if DOJ used this data to spy on AP, Mikulski cut him off and moved on to the next Senator (a Dem).
2. Fast and Furious IG investigation is not complete AND CANNOT BE COMPLETED because he has no power to investigate US Attorneys, Holder, or his office. The IG lamented this fact.
