Did the 3d printer guy fight it in court? Any agency can order anybody to do anything, but if challenged in court they must show where they get the authority to enforce the order.
Anyway, I don’t think the case you mention would involve 2A so much as 1A.
That was a federal law, not part of a treaty. In general it has been the policy of the United States to impede the development of systems of armaments by foreign nations. This wasn’t so during the Clinton Regime, and may not be the policy of the Obama regime, but who can ever tell what their polices are.
Ah, but that guy beat the state department at their own game. He published the plans and announced it far and wide. The State Department asked him to take it down. He did. But by then the plans had been downloaded at least 100,000 times. Those plans will forever be on the Internet. Clever.
It takes courage to follow your beliefs and uphold your God-given rights.
