I don’t think she said from “incriminating” other people. I believe she said something like “protect innocent” people. She knew she could not say “to keep from incriminating” other people. She also knew that pleading the 5th always makes a person look like they have indeed committed a crime, so she tried to shift the idea to protecting innocent people, meaning no crime was committed at all. She thought she was being clever, but she stepped right into a trap.
I believe that Lerner will appear again before Issa’s committee. Lerner will get another opportunity to answer questions.
