Take the meanest, nastiest, liberal that you can find on each block and every apartment building, give them an armband and a radio. Hand them a sheet of rules for martial law. Tell them if anyone gets out of line to call and the offender will be shot on sight or arrested and tortured later.

I believe that armband would be a death warrant for the wearer his family. People know what happened to compliant target populations last century. If things really go south, I think you will very quickly see millions acting independently and without hesitation or mercy.

Number of armed U.S. civilians - 100 million
Now, you figure out what sort of multiplier the federals are going to need, to overcome those odds.
