I suppose that the ragheads believe if they lie to Allah, he will believe them.
Given that we infidels don’t believe their version of heaven it would seem more to convince themselves that OBL is having a good time in the great beyond. The ultimate judge of OBL will not be the ummah (the global community of all Muslim believers) however.
