A famous writer described a system where the government vigorously punishes the law abiding for small infractions, but ignores serious crimes. If anyone can help refresh my memory as to what this was called, I would appreciate it.

I think some thing like “authoritarian anarchy” but a search on that comes up dry.

Folks need to go to the City council,write the newspapers & basically accuse the cops of cowardice & make it a endless drumbeat . Nothing but public insult & ridicule to the police .
