A famous writer described a system where the government vigorously punishes the law abiding for small infractions, but ignores serious crimes. If anyone can help refresh my memory as to what this was called, I would appreciate it.

I think some thing like “authoritarian anarchy” but a search on that comes up dry.

In the movie Quigley Down Under, when the lieutenant was asked why he was bringing the dead deserters back to the fort, he replied “to be tried for desertion” Quigley stated “but they are dead”. The Lt. replied “then the trial will not be lengthy”.
