This reminds me of the legal attitudes after Kristallnacht.

At that time, the Nazi government decreed that Jews themselves were to blame for the violence and destruction of Kristallnacht, and imposed a collective fine upon the Jewish people.

And, the Nazis made some legal changes in insurance laws, so that insurance companies were not liable to pay for destruction of Jewish property.

Well, we already see the politically correct crowd wondering what we have done to provoke events such as rioting, and wonder why some Muslims have such hatred towards the west, and wonder what we should do to appease them.

The insurance companies still had to pay up.

The payments went to the German state, not to the Jews who lost property.
