Each organization would need to be investigated simultaneously in separate investigations. Two other investigations would need to have overview and to be informed on all of these investigations. The two investigations with overview would need to be an impeachment investigation and a RICO investigation.
The RICO Act is used to prosecute the leaders of a syndicate to be tried for the crimes which they ordered others to do or assisted them.
