Now anybody who breathes can get government to pay for their food, shelter and clothing, so everybody procreates!
Matter of fact, the more helpless you are, the more you procreate.
When we don't have a drought, deer population explodes. When a drought hits, they drop like flies.
Right now, there is plenty of government rain falling. If it stops, liberals and takers will die off in a horrific mess.
