He knows damn well the house will not let him shut it down, so there is no other reason to mention this now except change headlines.
agree this speech was about an hour and it was just rambling until he got to Gitmo which he knows it will not happen and it seems he wants the headlines changing to get the investigations off the TV and then make the GOP the enemy again.
