If I had a manager working for me who blamed this many things, not to mention just one of these major issues, on his subordinates, and claimed he did not know, who the eff’ get’s canned?
His subordinates are just victims too.
They were forced to do it because of the Sequester budget cuts. Don't hold it against them when he promotes them.
