Lisa Myers, NBC's investigative journalist, told "Morning Joe" that the administration has a "history" of "coming down hard" on those who talk to the press that don't "tow the line" of the Obama administration's desired narrative.

No; they are never wrong, even when they are not correct; it matters not what the common form of it is...depending upon what the meaning of “is” is.
In this case, they mean “to grab the line, and haul away Joe”, towing the Barge of State against the current of public opinion.
