I know of two Seals and they are Christian and I’m sure the rest had their come to Jesus moment long ago.

This general may have belonged to the latter group.
The issue here isn’t the merits of Islam or, two some extent, the merits of the Sura from which the prayer was taken.
The issue is that the DoD invited an Imam to a service for non-Muslim service members in the first place, and allowed him to read from his “scripture” declaring that infidels (read: U.S. service members) are headed for a fiery death.
