I don't think they distinguish between justifiable homicide and murder. They probably just lump all gun deaths together. They probably don't even differentiate between cops shooting bad guys, and the overwhelming majority of black-on-black gangbangers shooting each other.
I know the latter statistic is large enough to adversely affect the US mortality rates (average male lifespan)
