Notice that they still refuse to use the word "terrorism" because they want us to forget that militant Islamic terrorism is THE NUMBER ONE PROBLEM.
Release of such a White House memo provides cover to the politician. He can say "I told everybody it was their responsibility to do as much as they could to protect us against terrorism." Now he can get back to fund raising because he has fulfilled his responsibility as president (not).
