If you go to GFS, Dierks or other restaurant/institution supply store, the Inst. Calgon has phosphates. As far as the dishwasher itself, check Canada or see if you can find a low end commercial version.

The commericals sanatize, either through temp or chemicals. they are prewashed before entering the dishwasher.
