He would have provided a birth certificate upon obtaining a passport. since he hasn’t produced same he would be wide open to the fraud. I question his obtaining a passport after being detained and guardianship given to Catholic Charities. Would the passport be withheld upon the first trip? Would another passport be required to update information? I believe the passport will show he travelled many more places than Indonesia and Pakistan. When they are stamped, does the US keep a record of all travels? I know they do now but what about the 70’s and 80’s?

It is difficult for a U.S citizen minor to obtain a U.S passport with an absentee parent named on the birth certificate.
Minors with at least one parent that is a foreigner may be able to obtain a passport from that parent’s country. If so, the minor could exit the U.S. on a foreign passport. Upon entry back into the U.S., immigration will notify the State Department a minor without an entry visa has entered the U.S. Or the parent will obtain a entry visa from the U.S. Embassy located in the foreign country traveled to. Either way, the State Department will have a record of the minor traveling on a non-U.S. passport.
