It is difficult for a U.S citizen minor to obtain a U.S passport with an absentee parent named on the birth certificate.
Minors with at least one parent that is a foreigner may be able to obtain a passport from that parent’s country. If so, the minor could exit the U.S. on a foreign passport. Upon entry back into the U.S., immigration will notify the State Department a minor without an entry visa has entered the U.S. Or the parent will obtain a entry visa from the U.S. Embassy located in the foreign country traveled to. Either way, the State Department will have a record of the minor traveling on a non-U.S. passport.

Again, I remember the circumstances of my first pp at age 10 very clearly. My parents were divorced. My father lived in a foreign country. My mother and I went to the pp office with my birth certificate and the pp that had been issued when I was a baby, and on my mother’s pp. The pp official said that this wasn’t.enough documentation, because he couldn’t tell that the baby was me. We had to come back to the office with a neighbor, who signed an affidavit saying that I was me.
My father had nothing to do with any of this.
